Does this phone have a locked Bootloader?

Also is this a hack friendly phone with powerful Kernals and Roms and Recovery systems.

How hard is it to root this phone? scale 1 to 10

I have the Lg Ally but is time to upgrade. Just trying to decide which phone to go to. Thanks for all of your help guys :D

The bootloader is unlockable. Probably the dev friendliest phone currently.
As far as your scale, I'd say it's about a 3. Very easy.
 
If your due for an upgrade. The why not wait for one of the newer phones like the razr or nexus prime or Google new new nexus phone. As soon as those phones release many of the devs will drop the bolt and move on to one of those phones. If you really want a bolt I say buy used and save your upgrade. As this phone is 8 months old. It has many good roms and kernels and its easily rootable.
 
I've got to disagree with you DJ, while the newer phones may be a better choice if you have an upgrade and the cash to spend on the upgrade I doubt rom support or the bolt will decline just because some new phones come out. Look at the OG Droid, DX, and Inc, they are still getting new roms, just because the bolt is on the back of it's lifecycle doesn't mean that established devs for the phone will drop support for it. Once the hardware becomes so old that it can no longer get benefits from newer versions of the OS then we should see the dev support decline.

As to the OP, with revolutionary this is one of the easier phones to root, because it isn't supported by something like z4root I would rate it a 2-3.
 
There are a LOT of thunderbolts out there. Maybe second only to the first droid and maybe the EVO on Sprint? Look at the post counts here on these forums to get an idea. Really, most people don't jump out of contracts, and most people didn't front up $600 for this phone, so there will be an audience for a while...and the people making the jump are selling the TB to others...

This phone has a ton of roms, so many that some are different only in style. There are maybe 10 kernels between AOSP and sense? So even if development stopped right now, it would take you a month or two to try out all the combos for a few days each. Cripes, there are at least 4 recoveries that I can think of off the top of my head.
