So I started having this problem and I have two suggestions.
Try a different cord, it's possible for them to get damaged and create a short.
And, this worked for my Bionic, it would not charge properly from the USB3 ports on my computer it would start and then the charge would stop but it was still recognized by the computer. I moved it to USB2(or 2.1 whatever) and it is fine.
Not sure if that is the USB controller or the actual USB3 spec, but something to consider.
