Go to the wipe tab then hit the format data tab that's how u format data in twrp hope that helps

frnd i also have this problem.This means the device cannot read the internal storage, try a full data wipe and manually format system, data and cache's, then reflash rom of ur choice, make sure its on ur sd card b4 formatting so u can access it from recovery
i search on internet how to fix this problem so,
i download firmware of my set and i upload it but after upload when my sell again boot it shows again encryption unsuccessful

Go into recovery format data i always did it 3 timez in arow then did factory reset worked for me
