today i decided to root and then i tried to install a rom but the rom didnt update and now for some reason i decided to format everything and it is a paper weight so i need to know how to install a stock rom or something. at this point i want to just go back to factory settings but i dont have a restore because i am a idiot so i need to know how to apply the original rom? or operating system? i am pretty new at this and need help obviously?

What is your hboot version and can you still get into hboot and recovery?

If you can still get into recovery then you can flash a new ROM and you should be ok. If you can't, you probably need to run an RUU.

He would need a card reader and to place that aforementioned rom on it, then flash it. If he can get to hboot he can use the PC36IMG, if he can get to recovery he can use a .zip of whatever rom he wants depending on his recovery version but we can flash that in hboot too lol...
Of course that all hinges on using a card reader or another phone to put the file on his sd card
