Well, the only way to put it on the card that I know of, is to get a card reader to put it into your computer, then transfer the rom.zip to it.
There may be a way to do it via CWM (clockworkmod) recovery, but I don't know how to do that.
Do you have a card adapter? Is your sd card a micro sd card? (I don't know how many computers can accept just the microsd card without an adapter (reader).

The file you downloaded is what you put on it. Do NOT unzip it, leave it zipped and transfer the .zip file

i download tweakwiz v2 final.zip but inside of it it has 1. meta-inf a dile folder, 2. preload a file folder, 3. system a file folder, 4. amss.bin vlc image file, 5. boot.img a disc image file, and 6. mdm.bin a vlc media file what of those i need to put on the sd card or all of them?

Do you mean if other things can be on the card at the same time as the rom.zip? Yes, it's ok.

hmm, well, try just a plain reboot? The vibrations are about 20 seconds apart?

Yes, restart..as in like a normal power down, then power up.

Edit: perhaps better yet, a battery pull.
