You're describing what sounds like an update OTA file for the system UI.Inside the Zip are two Directorys: META_INF and system.
Inside META_INF there are three files: CERT.RSA, CERT.SF, MANIFEST.MF, plus a Directory: COM and inside this is another Dir. Google, and inside that another Dir. Android, and inside that two files Update-binary, and Updater-script.
inside the System Dir. another folder: App and inside that SystenUI.apk
I’m not likely to let this alien folder sit on my drive, and if necessary I will copy all the other files on that drive and then format the drive itself before coping the good files back again, but this is a bit formidable I’m sure there must be a way to un-protect this file and delete it. I’ll keep trying I don’t easily let things beat me if I can help it.

Yes Toggles are, but I don't think this particular zip file is in any way required by my phone for implementing toggles, as I have just done a factory reset, wipe cache and installed a new (to my phone) ROM LiquidSmooth and therefore I wouldn't have thought this old file would be required by this new Kernel and ROM.
If you couldn't delete it as root something is wrong. Did you set up X-plore like this and grant it rights from SuperSU?Yes I am Rooted.
I just tried using X-plore but still had no luck deleting this file; I had also previously tried deleting it with root-Explorer.
As has been said I think its probably is a flashable zip that was left over from a previous ROM, but as I recently tried several I wouldn’t be sure which one left this detritus behind.
Not sure how I could find and delete it from the original folder.
Could I force a change of ownership property on this file somehow?
