I just noticed today that the small film on my camera lens has dirt under it and looks like crap. Is that suppose to be peeled off anyway?

I can't seem to get my fingernail under it to get it off (which was why I left it in the first place).
A wood tooth pick. A pencil eraser. A cotton swab. A 16 pound sledge hammer.
CRAP. I didn't have anything but the sledgehammer.
Do you have a case on your phone?
If so, take it off and see if one of two things happen
1) the film is gone (it's now on the inside of the case)
2) you can now use something smaller than the sledgehammer that Frisco is handing you to access the film.
Never use any solvents on the lens shield or any part of the device, a nice lightly moist "with watter" micro fiber cloth will do the trick. And yes the film should have been removed from the get go.Yes.
Then clean the lens carefully with cotton soaked in rubbing alcohol or with an alcohol pad.
