I don't have access to ODIN right now to try it out, but you might have to specify the PDA file too (with the remainder of the files in that .tar)...
Ok made there files:-
cache.tar that conatains these files.
cache.img
Also made a pda.tar file that contains these files:-
system
recovery
kernel
amss
I select these 2 files in odin and start but get this error

As an alternative method you could try using the modified recovery image to apply the CSC. You need to extract the zip from the image though. That can be done with unyaffs: unyaffs - Project Hosting on Google Code
The resulting .zip is a valid OTA and can be applied as update.zip from the recovery menu.
I haven't tried it, but i don't see any other reason why it wouldn't work than the signature within the zip file. If the recovery image doesn't know the signature, it might not allow the update to proceed.has this method been tried on the Galaxy?
