I've cleared data
Cleared cache
Hard reset
Deleted flders
Re created folders

Clearing cach hard reset seem to work for a little. Then it does it again.
So that means the problems ,ok and non existent until an event happens that trips it.

Odd. Are those steps listed in order of how you fix the problem or just a list of various things you've tried? I only ask because you said "deleted folders" and by that point, if TW Home was reset, you wouldn't have any folders to deleted because your pages would be back to defaults.

This is what works for me:

  1. Disable Developer Options
  2. Clear Data for TouchWiz Home (under Settings > Applications > All)
  3. Force Stop TouchWiz Home
  4. Press Home key to visually confirm "new" default pages, icons, widgets are there
  5. Turn phone off and on
  6. Then re-customize as necessary.

I last did this yesterday afternoon and it's still fine.

Did it in random order. Just trying to figure it out.
Did it in the order you said. And did it to me again within a few hours.

Crap. Sorry to hear that. My Rogers 747 is still flying straight since then. I was wondering if maybe it had something to do with the various stock apps tha I have disabled... Gotta sleep on that.

Yeah so I clear full cache, factory reset 2 times in a row, end touchwiz restart phone. And the bug comes back within the hour. It's a bug. But certain phones. Cause my brothers is fine. But mine been fd since day one of jb

So I emailed Samsung and apparently they are aware of the issue and are going to release the fix in the next update. For now, and probably afterwards I'm still going to use my apex loader. Cause its sweet. And they have no issue :)
