They are actually used for when trucks pull into a protected work zone. Not for when driving normally. Source: I do road construction in NY. It's illegal to not have one and work in protected areas...

Around here (Mid-Hudson Valley, NY) the construction trucks run 'em all the time. As you can see by my pic. I never see a construction truck around here without it. I understand the sign, it just always makes me chuckle.

It's pretty much standard practice. Anything they would use to make them easily removable would also make them prone to flying off whilst driving around. Not sure if want one coming at me at 60mph... But I agree, it's a really stupid law. I'm sure they confuse more drivers than they help, and are just one more distraction in a work zone that no one needs.
 
Even Better then the Do not follow is the
Do Not Push.

I know why they have it, bulldozer pushing them, but on the street its funny what car will try to push one of those.
