They should have given you a ticket number when you first opened the issue. That ticket number is critical. It establishes "history." From then on: All you need is the ticket number.

This is neither a pre- nor post-update problem. This is a problem with Samsung's custom clipboard code. There is an XDA thread more germane to the problem: http://forum.xda-developers.com/showthread.php?t=1766706 and perhaps others.

EDIT: PROBLEM SOLVED
After my phone rebooted, I decided to go into S Memo and try it there. First, though, I switched to the Samsung keyboard (I use SwiftKey) and attempted to clear the clipboard using the method described by another user earlier in this thread (hold down 2nd key from the left on the bottom, then select the clipboard - then clear all). The clipboard was, in fact, full with 20 items - despite Clipboard Cleaner saying my clipboard was empty when I attempted to use it. Before JB update, attempting to clear the clipboard in this manner using the Samsung keyboard did not work - selecting the clipboard icon did nothing. Now, after JB update, I was able to see the clipboard items and clear them. Following this, I am now able to cut and copy text in various applications (including Chrome) without a problem.
I think there are 2 "strains" of this problem.
First strain is when the copy paste issue happen, the user can find the clipboard and clear the clips without rooting.
Second strain is when the copy paste issue happen, the user can find the clipboard, but the clipboard is inaccessible. Phone needs to be rooted to clear the clipboard clips.
I'm gonna sell my S3 and get a Nexus 4!
Line under the bottom line: Apparently you've missed the posts from those who have upgraded to JB, and, not only has the problem remained, but, for some, it's become even worse?
