As far as I know, at least in the UK, peppers refer to sweet peppers, and chilli peppers refer to the hotter/spicier pepper. I think they are generally genetically similar, especially as is their physical form.

I've not grown from seeds of chilli's I've grown, just from the next pack of seeds. They start off indoors, these I started late February and are still inside atm, but no longer need the heat of a propergator. Now the weather is much better they can go outside, in my whiskey barrel planters.
