Google has made a quick change to their developers site. Alongside the redesign from before, the company is now considering the Android N Dev Preview 2 as an alpha, whereas before the site showed it as a beta.
This would seem to suggest that the Android N Dev Preview 3 -- which is listed as a beta release -- will be much more stable than Dev Preview 2 was when it first launched.
