I'm assuming you are talking about activity in a thread notification. I haven't heard anyone complaining. I subscribe to lots of threads but zero notifications so I can't say if it's a global problem. You might try unsubscribing or at least turn notifications off for a thread and turn it back on later.

I'm thinking it's something on my phone and this weekend I'm just gonna factory reset it! I was holding off to see if I could find out what was causing it because all of my notifications are on and set! I'll probably end up resetting it this weekend when I'm off and have the time!
