help in flytouch 3 language

Hi, I am new in using Android and new in this forum. I google questions and link to here. It's good forum.
I just got a flytouch 3 this afternoon from ebay.
This pad is missing Chinese language and Chinese input. Is there anyway to fix it or just return?
