If I press and hold the home button it will bring up task manager.

However, if I double tap the home button nothing happens.

Can I somehow program this to create a short cut

Press and hold should bring up your list of most recent applications AND a grey button below them that says "task manager".

Does yours not operate this way?

I don't believe so but there may be apps in the market that can add this function

The first tap of the home button brings you to the last home screen you had open. if you have the task widget on that screen, as it was stock installed on one of my home screens from AT&T, it will come back. A second press brings you to the middle, main home screen. Pressing and holding brings you to a popup containing your most recently used apps along with a task manager button.
