There are two ways.
1. Get the Captain's Sense 5 rom, follow directions.
- or -
2. I've cut through the confusion and distilled the steps from various threads at XDA, with special thanks to RulingCzar, gunfromsako, bigdaddy619, digiblur and of course, Captain Throwback.
Here's the list of what's what -
25xxx = Residential acct - LTE/800SMR
24xxx = Business acct (some 3G roaming added) - LTE/800SMR
55xxx = Residential acct - worldphone LTE/800SMR
56xxx = Corporate acct (VZW 3G roaming) - worldphone LTE/800SMR
16xxx = Corporate acct (VZW 3G roaming) - LTE/800SMR
11xxx = Corporate acct (VZW 3G roaming) - no LTE/no 800SMR
12xxx = Corporate acct (VZW 3G roaming) - no LTE/low priority 800SMR
60xxx = Residential acct - no LTE/no 800SMR
21xxx = Residential acct - no LTE/low priority 800SMR
So, you want 16016 from the following link (I used the bar code scanner to get to the site from my PC, downloaded using EStrong's Downloader via the browser and unzipped it to my /sdcard with EStrongs) -
Every Sprint PRL - xda-developers
Have your MSL handy. If you don't have it, use MSL Reader.
Once you have it, here are the steps:
Source thread references in addition to digiblur's -
[PRL] Post your Sprint PRL here! - LATEST: 25016, 24016 - xda-developers
On Device PRL updating (Root required - No PC needed) - xda-developers
Actually - it didn't really help me much, even when I roamed onto Verizon as I usually do at my daughter's, the signal was not great - a little improved, so that's something.
IOW, it's not a silver bullet, but it could prove useful for some roaming cases.
To restore your (as of this date) normal 25016 customer PRL -
But, I don't think it makes a big difference, I was able to use Sprint with the exact same performance at home with 16016 as I've always gotten out of 25016 (which - is pretty good in my case).
And despite any controversy, I always update my Profile after mucking about with a PRL.

Once you have it, here are the steps:
- make a nandroid
- make /system r/w
- edit /system/build.prop, change one thing -
- change the ro.build.type from user to dev
- save the file
- I used EStrongs text editor
- if you can't edit a build.prop, don't try it
- if you screwed up, restore your nandroid and come back when you're ready to start over
- go to recovery, clear cache and Dalvik (won't work unless you do this now)
- dial ##778# to launch EPST
- Edit mode - enter MSL
- "Modem Settings"
- -> change "clear All MRU Entry" to a yes
- "PRL"
- -> Update PRL
- let it scan
- choose 16016.prl from your /sdcard
- Menu
- Commit changes
- Wait for reboot
- Confirm in main settings, About, Software information
