There's only two reasons why you might still be on ICS B09 for the warp Sequent. Number 1 is if you used the ZTE tool to restore your device or you just never updated to Jellybean for some odd reason lol.
Things you need to do:
Restore to complete stock ICS no mods or edits to the system whatsoever. If you've never rooted before you're fine but if you have and you are still rooted, i suggest you restore your phone to complete stock with the zte tool. Make sure you do not have cwm installed and that you have stock recovery installed.

This ROM/Instructions are specifically made for the Boost Mobile ZTE Warp Sequent, DO NOT attempt to try it on any other phone or carrier. I have successfully tested this Method of Updating and rooting on my device. If you are not familiar with these methods, I'd suggest that you do some research elsewhere to better understand before you attempt anything on your device.
Installation:
1. Download the OfficalJellyBeanOTA.zip and place it onto your sdcard
2. Power off your phone and boot into recovery
3. Scroll up and down using the volume rockers and select apply update from external sdcard
4. Locate where you placed the zip and select it
5. Sit back and watch as your phone updates to Jellybean.
Rooting and CWM Instructions
1. Download the Framaroot.apk and install it
2. Open the app and select Gandalf exploit
3. Once its done reboot the phone and you are now rooted
4. Open the play store and install Rom Manager
5. Open the app and select Recovery Setup
6. Under the section "Install or Update recovery" Select Clockworkmod Recovery
7. Select ZTE Warp Sequent
8. Select flash Clockworkmod Recovery
9. Reboot to recovery and why not make a backup
10. Go to the main menu of CWM and hit reboot
CWM will tell you that a new recovery will be flash would you like to disable it select YES
11. You are now rooted on Jellybean. Have your self and drink, you just did mission impossible.
