Help HTC Evo 4g has a blinking red LED light and wont get charge.

My HTC Evo 4g has a blinking red LED light and wont get charge. I bought a new battery but that doesn't seem to work. It's making a buzzing sound when there's power running through the phone. Someone PLEASE help me figure out what this means.

when i completely drain the battery from my phone, it will blink red at first. over time it will change to a solid red light. how long does it take? and you might have to return the new battery. that does not sound good.
