Exactly.Huawei has a factory unlock tool for bootloaders. Doesn't apply to every model but they're moving in the right direction.

Everything sold in the US has a locked bootloader, including the Nexus. The issue is whether or not you can unlock it yourself easily here. With Huawei, HTC or Motorola, unless carrier restricted due to subsidies, you contact the manufacturer for your unlock code. That's how I've unlocked mine, it's no big deal, takes two minutes. I've noticed over the last few years that Root/Recoveries for Huawei (in US) are almost nonexistent.. I hope this Nexus is a turnaround for that or there's gonna be a lot of unhappy Nexus Owners.. In order to see recovery, the first thing that has to happen is a qualified dev taking an interest.
