Help Hypothetical question..

If someone were reading/researching things online that an oppressive government may not appreciate, and then flashes a new ROM, could that still be tracked to the phone?

I suppose a good follow up question would be if one could access the Tor network on android..

Good question bro. You been googling "pipe bombs" again lol?
Seriously though I'd guess it depends if it changes ip address from rom to rom?

Lol conspiracy theories would be more accurate, though I hate the inherently implied "crazy" that goes with the term. I didn't think of that, but I don't know how IP works with android

The device's IEMI always remains the same, so that could be used to identify it if it was used on a cellular network. When using a wifi network its public IP address will be that of the gateway used to access the wider internet e.g. your home router.

I'm pretty sure Tor-capable browsers exist for Android, but it's probably less hassle to simply use a VPN service to mask your location/identity.

I've heard people talk about VPN's before but I don't know anything about them. Clearly, this is the next thing for me to learn then

It's OK mate. They don't really round you up and put you in tinfoil hat camps :P
I use Hideninja vpn app to get US Netflix content in the UK.
Some countries are free (probably good enough for your (freaky) uses :P but some carry a reasonable one off fee

Careful friend. Just because they haven't yet doesn't mean they won't
