Root Is it safe to install a rom over another rom?

Think of it this way. You want to experiment with different ROM's and find that one, or several, which work really well with your phone with the fewest glitches, FC's, etc. The only way you can really be sure that you're getting everything possible out of that new ROM is by doing a full wipe (data and cache at a minimum). Some recommend wiping everything 3 times, which seems pretty crazy to me...but this is what I now do so I can have high confidence that if I am having problems it's not because I didn't wipe.
To summarize my answer: No, you can't install Liquid over CM or you'll be sure to bootloop. Though, to be honest, I've never tried.
make a nandroid backup...TiBU won't save you there.

It's always the best practice to do a full wipe at all times, otherwise you may encounter issues that may not be due to the ROM you're flashing, and therefore probably won't get much help if you do encounter a prob.
Sometimes, it does work. But if you're going from two completely diff ROMs from diff devs, it's best to do a full wipe. Usually, if you're going to a new build of the same ROM, you can get away with it, but even then it's not recommended.
