Well the app would work like this: parent install app on kids phone/tablet. Their phone locks up through the app the time they should be doing homework (set by parents) and once done the parent confirms and enters in 4 digit password to unlock! It looks like Kids Zone Parental Controls will get you to where you want to be.
It actually does a lot more than you are looking for but if I understand how the app works you could:
- Create the "kids profile" with no apps or whatever apps you want (educational stuff?)
- Set your pin.
The app takes care of it from there until you unlock it/restore the phone to "normal" mode.

If you look at how many apps have the same function I don't think many people think of ideas as "taken"
