Even after OTA update and getting google wallet working, I still cannot purchase apps. I have no idea what the hell is going on. Somebody please help me.

what error are you seeing when trying to purchase an app?
have you tried other apps to see if you can purchase those?
could be an issue with your primary gmail account.
can you get FREE apps?

Error message is "Your order could not be processed, please try again"
Yes, I ve tried other paid apps, same error message comes up.
How would I fix such issue?
Yes, I can get free apps.
you need to clear our cache and possibly remove your primary gmail account you use to sync with the store, then re-enter it.
did this start to happen on day one of your LTE EVO or were you able to purchase apps and then later on it stopped working?

I think I figured out the problem. When I logged in to Wallet on a PC at google.com, this appeared:
"We were unable to verify the credit or debit card information for your recent order. Your order has been cancelled and your card was not charged. Rest assured that Google is committed to preserving the security of your information and providing a safe online shopping experience.
To resolve this issue, you'll need to scan the following verification documents to your computer and then upload them below.
If you don't have a scanner, please click here.
Until we receive and verify the requested documents, future orders will not be processed. Please do not create additional accounts.
If you choose not to submit these verification documents, your account will remain suspended and you will not be able to place orders or access your Google Wallet account."
