Ok so I have been looking for a few days on how to fix this and have navigated to about every thread from here and xda and still haven't done anything but make things worse.haha Here is my situation.

My evo v 4g is relocked but i am getting the security warning (which makes it to where I can't flash any recovery files, ruu, etc... through the bootloader)

When I relocked my device it also took away my recovery which i had no idea it would do until it was too late. So now I can't even get into any recovery,

Adb and fastboot won't read my device for some reason. They were reading it for a little while until i relocked my bootloader.

I can't run any ruu because my computer won't read that my phone is connected, it just tells me that my device isn't plugged in (and i have downloaded all the drivers from htc sync)

I'm S-ON 1.57 Hboot
relocked bootloader (with security warning)
NO recovery, NO adb, NO fastboot, NO ruu, and NO flashing through hboot.

Any idea what I might be able to do to get my phone to function again? Any ideas would be great because I've tried them all.

Make sure debugging is enabled
Power cycle phone
Make sure your drivers are up to date
Power cycle PC

Try ruu again

Try unlock code again

Good luck

Also, make sure Java and HTC Sync Manager in your Windows PC is up to date. It's needed for the communications between the phone, and the PC. ADB won't function correctly without JAVA.

how am i supposed make sure usb debugging is enabled when I can't even boot into anything other than hboot? I have no rom at all on my phone.

My bad
I don't think it'll work but have you tried the pg86img.zip of the ruu

If that's a no go
Try taking your SD card out and see if you can get to fastboot_USB and try ruu

Sounds like a usb, cable, driver issue. Check your drivers.. make sure HTC sync isn't running. Try a different usb cable. The ruu requires the phone to be relocked to install.

whenever I put a pg86.img on the root of my sd card and boot into fastboot, it stops and starts checking, but it never gives me the option to update by pressing up. I've read that if the bootloader is reading security warning that the phone won't allow you to update through hboot.

I was having the same problem as you yesterday and spent several hours getting my phone going again. My problem started when I went to root my phone again after having restored it to factory settings a few months ago and going back to S-ON. When I was in the process of re-rooting, I flashed the 4ext recovery and wiped the partitions before doing the S-OFF wire trick. The ControlBear.exe script that does the S-OFF process won't run if you can't boot your phone, so I was basically screwed...or so I thought.

To get rooted and back up, I unlocked the bootloader and flashed the 4ext recovery again. Then I flashed the Harmonia rom because it doesn't require you to be S-OFF. Once I booted into Harmonia, I was able to do the rest of the S-OFF and rooting procedures outlined at the top of this forum. Then I flashed the AngryBean rom and am now good to go.

I hope this helps you, or somebody else.

It's PG86IMG.zip
Caps matter I'm pretty sure. And make sure it's not named PG86IMG.zip.zip
