ok so a launcher is something that sort of runs on top of the android os. sense is basically a launcher that runs on the android os. if you are on sense you can run different launchers as well if you like. but the sense launcher will still be there. and sense takes up a lot of room and resources. so if you do not like sense very much and you run a different launcher then you might want to think about flashing an aosp rom. thses roms do not have sense and they do need a launcher of your choice to run it. most i believe come with adw as the stock launcher. personally i like either go launcher or launcher pro.

as far as rosies go that is purely a sense feature. it is the function at the bottom of your screen that has the phone, app drawer, and personalize feature.

To expound on this explanation a bit, a launcher is a program that allows you to "launch" (or view, so one can be selected to be opened) all of the programs you have installed on your Android (or any) device. Examples of custom launchers are ADW, Go Launcher, & LauncherPro. Each Android version also comes with a stock Launcher for accomplishing that purpose. The Launcher includes your homescreen(s), dock & app drawer. All custom launchers can use the stock Android widgets that can be placed on the homescreens, however some launchers have special widgets that only work with that specific launcher.

Which brings me to the Sense launcher, a.k.a. Rosie. Rosie is the stock launcher that HTC includes with devices that have HTC Sense. As I'm sure you know, it includes many custom widgets, but those widgets will only work when using Rosie as your launcher on a Sense ROM.

Sense itself isn't a launcher; it is more of an overlay on the OS that enhances many of the features (such as Contacts, Calendar, E-mail, etc.), the launcher of course, being included. That's why "Sense-less" ROMs are typically not that at all; they're usually "Rosie-less" - for people that like the Sense features, but prefer to use a different launcher.

I probably made this more complicated, but I figured some additional explanation couldn't hurt ;).
