Was wondering if these new battery files would work for other themes on this version of CM7 or does this process have to be done for every framework-res.apk ?

Yes, you could probably use the framework-res.apk file that I created as a base file in your theming as long as all of your themes are also based on the same version of cm7 TG-reloaded.
