Help Messaging (Stock App)

I've got the Galaxy Nexus on the stock messaging app with delivery reports turned on, most of the time I would get these reports saying that my text message had been delievered but there have been occasions where the recipent has recieved it but its still marked as 'Pending'.

I'm on T-mobile in the UK if that helps. GSM Galaxy Nexus with Jelly Bean 4.1.1

I know here in the US not all carriers play along with one another. I get received reports when I text someone else on Verizon, but if I text someone on AT&T I get no reports. Is it possible the person you texted is on another carrier and that carrier isn't supporting receipts from your carrier?

Ah no because I text the same number every time and they're on the same network. Its just on some occasions I won't receive reports from that number; I wonder what it could be due to..? Bad signal?
