newbie root+flash OR flash+root ?

Hi there,
I want to install ICS on my SGS2 GT-I9100. I have a few clarifications to make:
1. Should I Flash ICS first and then root or do the opposite?
2. which ICS is stable to install? I understand that LP9 is the latest. (available on xda-developers forum)
3. Currently I am in France (mobile purchased in France) and I am moving to India. Will my mobile work normally after flashing ICS and rooting?

mobile details:
Current adroid: 2.3.4 original came with mobile
PDA: I9100XWKI4
PHONE: I9100XXKI1
CSC: I9100BOGKD3

Update the firmware then root, always.

If there's no update available from Bouygues then that should be okay.

It should do, yes. We've got several members here using European-sourced i9100s in India without problems.
