Where did you find that from? Is it from a development thread somewhere? It would be better to link to that instead of a direct download. If you can give some more info about it, that would be great.

Its on XDA forum go to LG V android forum youll see the ICS rom final edition. Its a slower download but it works i did it. Go to the link that was provided on here and click slower download then mega cloud will come up dnd slower download will come up again click that one and youll see the ICS downloading

I helped theunknownartist get his project going. He began by theming my BACKside ROM with ICS/Honeycomb apps. After a few tips, he is now building from source based off IHO.

So no, this is not ICS, this is Gingerbread themed to look like ICS. Excellent work.
