My phone storage won't show up on my Windows 8 PC unless I have USB debugging enabled. It started doing that during the process of unlocking/rooting. Was worrisome until I figured that out.

I have had this problem on windows 7. The drivers loaded ok, so I new it was recognized and still could not find it. I pulled out the usb plug and tried again. In frustration I pulled out the usb plug and placed it in another usb port, hey presto Nexus 4 was finally recognized.
The other thing I discovered was that as I have a code to open my Nexus. I discovered that if the phone code is not used and the phone not open then it will not be recognized by windows 7. Also after a period if the phone is not used and effectively closes while using windows 7, it also is not recognized.
I hope this info is of some use.
This should be recognized on all usb ports and other problems of this nature should not occur, but I must admit I like Nexus 4.

I'm planning to buy a Nexus 4 and am reading up on potential problems. I want to be able to transfer movies (e.g. 750mb size files) from my XP SP3 desktop and was worried about the process until I saw your post. Can you just confirm that copying such files by usb cable works well for you with XP?
Movies on the 8-16 flash storage? You crazy!
In response to the OP, have you tried going to the device manager (not sure how you'd make your way to it on win8) and see if it is even detecting your device. If you see something on there that might be your nexus 4 you should right click it and see if there is an option to install drivers for it. Also, try attempting to connect it to various USB ports on your device, sometimes this can work wonders.
I hate transferring files from my Nexus 4 and it is frustrating transferring files off in anticipation of my Nexus 5. Some folders transfer fine, but then some folders I get an "unspecified error" error message and not all of the items are transferred over. Missing the days of non-MTP transfers.
