Help Phone CANNOT be restarted via software

My HTC incredible CANNOT be restarted via software at all. I have tried:

Hold power > restart
Settings> SD & Phone storage > Factory data reset
Powering off > holding power/vol down > bootloader > Factory reset
Powering off > holding power/vol down > bootloader > Recovery

Each time the phone restarts to the htc Incredible white screen and will stay frozen on that screen. I have waited for 22 min for something to happen and nothing. I have to take the battery out to get it to boot normally. And then no data is erased or anything.

I need to do a factory data reset because of the low space warning issue. I am rooted but I am not using a ROM. I have backed up all the data/apps in titanium backup to the SD card and removed the SD card so nothing gets deleted.

Can anyone help?

Before doing a factory reset, have you tried a cache cleaner to get rid of the low space warning? Recommend "cache cleaner ng".
As for the reboot issue, have you tried reloading the stock rom? There is one on xda that is completely stock, just rooted.

I tried cache cleaner ng. Still have the warning message. And no I don't use htc mail and deleted my accounts on it. The problem with flashing to a new ROM is that it has to restart. Then im stuck at the white screen for forever.
