It all makes sense to me. The Phone/Tablets section is useful, but once you find it, it doesn't need to be at the top. It's a pain for the eyes and a waste of "screen real estate", even when minimized. The same thing goes for all the other less visited forums, such as Devs, Carriers, etc.
The users will come for help with their devices, looking for information about Android, etc. They'll know it's about Android. We want them to see the "Android Community" section and the "Android Discussion" section (to a lower extent), for them to post in there and keep coming back to the forums.
The "Community Info & Talk" is important but only for regular users and even then it's not something they'll check daily so it should be at the bottom.
Yeah, that's exactly how it was before. The layout was good-looking too, which is important.
