Ruben J: That is an application for when the phone is rooted, correct?
You: the bootloader is the partition of which the phone is booted from. this is where developers could install custom ROMs to unleash the full potential of the Rises great hardware
Ruben J: Yes, But this can only be used when the phone is rooted, And this is a procedure that we don't recommend because it may damage the phone, So we don't provide assistance with this kind of procedures. We apologize for this inconvenience.
You: I am not concerned about the warranty... This phone runs the same hardware as many high end phones, so the amount of devs who would buy this phone for development purposes would boost sales of the phone

You: the bootloader is software, but the snapdragon qualcomm processor is great and is found on many high end phones
Ruben J: Yes, That's correct. But the difference is at the capacity of the processor capacity, On the high end phones for example the snapdragon processor is dual core and superior to 1.4GHz
Ruben J: Remember that this phone is using 1GHz with only 1 core processor.
Ruben J: But at this point, About your question for the bootloader, I Want to apologize but we don't have this information because as I mentioned before, This kind of procedures may damage your phone, So we don't provide this kind of instructions.
