I just figured out today that even with my experimental OC 1.62Ghz kernel power saver drops it to 1.134Ghz. I haven't checked with stock kernel but i would imagine it drops to about 8xxhz. That feature also interferes with changing governors 'it must be disabled'.

Without PowerSave enabled, and running your RedSpot Uncapped kernel, I see the CPU speed drop as low as 385:
In fact, it usually stays between 384-918 most of the time. Not sure if CPU-Z is seeing the cores right, it seems as if only one ever registers as active.
