i just installed the snap turbo kernel with cm7 and now my screen will randomly flicker and i also get screen tearing is this something i should be concerned about or just a flaw in the rom or kernel

from the looks of it the snap kernel was made for cm6 but a few reported that it may or may not work on cm7. there was a rumor that a snap v9 was coming out but that never materialized. you might want to try a different kernel. tiamat has a new one out with smartass v2 as its governor.
