welcome to the forums!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
did you install amon ra 2.3 recovery? you will need that in order to flash the rom. in the guide there is a how to flash a rom instructions. it is towards the very bottom of the HTcdev method.

after you flash the recovery in, the process is easy. To help you out, "flash" means basically place a .zip file on your sd card...boot the phone into recovery, select upload file from SD..(not insulting your intelligence, I wasnt clear on flashing right away..and was super confused for about 2 days before I rooted). installing the recovery is very easy..just follow the directions in the guide you were already looking at.

when i did that step I got this

C:\Android>fastboot flash recovery recovery.img
sending 'recovery' (3544 KB)...
OKAY [ 1.055s]
writing 'recovery'...
OKAY [ 1.600s]
finished. total time: 2.655s

Just making sure we are on the same page thanks for helping

that looks right. now on your phone, press and hold power+vol down. this will take you to thebootloader. select recovery and you should be in the recovery menu. if so congrats!!!!! you have amon ra installed.

first of all, there is no such thing as a stupid question. the only stupid ones are the ones that are not asked. so please feel free to ask as many questions as you like. the more info you get, the better you will be.

so with that said you can get it from either here:
http://androidforums.com/evo-4g-all-things-root/284413-roms-kernels-download-page.html. it is found in the gingerbread 2.3.3+sense 2.1 section.

or directly from here:
MikG v3.0 [12/17/2011]

or you can go here:
EVO 4G Android Development - xda-developers
i get all my info and my roms from xda. also some of the devs like mik has started their own websites to post their roms. however, they still post their work over on xda.

finally done! man that took forever! haha Now i was reading about rooting and came across something called "kernels" what are kernels? and do I need to download this to my phone? thanks in advance!

kernels are sort of like the go between hardware and software. it will help manage your battery life. but not all kernels will react the same on different phones. in other words what works for you may not work for me. the only true way of finding out what works is to try them. always give the kernel a few days to settle in before moving on to the next one. you should also look into getting setcpu as well.

here is some more reading for you:
http://androidforums.com/evo-4g-all-things-root/389360-kernels-dummies.html

and:
http://androidforums.com/evo-4g-all-things-root/210253-setcpu-guide.html

try the freedom kernel. you will want to the universal version. and i would start out with the more aggressive freedom kernel. each one is slightly more or less undervolted. like i said earlier give the kernel a few days before on moving on down the list.
