minFreq is the user set min frequency, or the default which is one notch up from 128.

Sorry, I mean if mPowersave is set, or screen state scaling is set, then when the screenis turned off, the set max frequency is the same as the set min frequency.

mPowersaveFreq is the max frequency when the screen is switched on. It seems to override the user set max frequency - which might be obvious based on the UI (user frequency settings may be disabled), I can't remember.
