Help Regional Galaxy Nexus?

I just got a Galaxy Nexus (HSPA+) in South Korea. Unfortunately, there are some problems that appear to be regional in nature.

Attached are some pictures that demonstrate what is happening - I cannot download such apps as Netflix, Hulu, or Spotify.

I think the problems are traceable to the Settings pane of the Google Play app - I cannot select the "unlock settings" option under User Controls.

My phone is also stuck on 4.0.2 (Settings tells me my software is up to date), but I cannot us the GN Official Update Checker to verify what my phone's name is.

Ultimately, how can I (1) update to 4.0.4 and (2) remove regional restrictions on Google Play?

1. The restrictions are probably geographic. I'm guessing those apps aren't licensed for use in S Korea.

2. If you want to update your phone you will have to do it manually as the 4.0.4 rollouts are pushed regionally by the carriers (if I am not mistaken). If you want 4.0.4 you'll need to unlock the bootloader and root your phone.
 
just curious....where in South Korea did you buy it? I travel there often (going back next week)

At a random SK Telecom store. I live in Seoul for three months a year and they have phone stores literally every 20 meters.

For $54/month, I get 250 texts (I use Internet messaging), ? minutes (I rarely call), and unlimited data. Oh, and my phone was free.
 
yeah i know. everywhere you turn around is either SK or Olehh. And they just got LTE last summer.

That is cheap but you had to sign a contract right?
