Root Remove system apps? Clear dalvik cache?

I found this app in the market that allows you to remove system apps. It says it can "freeze" apps. What does that mean? Is it safe? I heard if you remove system apps you can't get OTA updates, so could I reinstall them so I can get the updates? Also, is it good to clear the "dalvik cache"? I don't flash any roms or anything, my phone has been lagging really badly lately, so I thought this might help. Sorry for sounding like a noob :/ I just need clarification

"freezing" apps means it's still installed but invisible to the system so it won't show up in your menus, you can't run it, and it won't start in the background. You can unfreeze the app at any time to get use of it back. Cleaning the dalvik cache is safe and may give you some space back.
