Root ROM devs take a look :)

[irmac]

I love all of your work but am wondering how to create a custom ROM? I have never created a ROM for any device before but am very technologically savvy and know a bit of java. Is their a ROM kitchen or a good set of instructions somewhere? Any help at all on how to start would be greatly appreciated
Thanks,
IRM

Check out the xdadev forum. Answer is yes. Lots of info there.

+1 re. XDA.

Here's the link to a good starting place:

XDA -> Chef Central -> Android: Android - xda-developers

I'm including dsixda's HTC thread since its very helpful / informative (I'm sure there's non-HTC information in here that will prove useful to you):

dsixda's HTC Android Kitchen: [KITCHEN][JAN. 29 '11] HTC Android Kitchen, v0.114 [Linux / Mac / Windows] - xda-developers

Cheers and good luck!
