If your phone is, "blocked", it will be because your carrier has put a block on the IMEI number of your phone. The most common reasons for this are, if the phone is reported as stolen/lost or because of non payment of the contract. In either case, I believe that it would be illegal to even try and sell it for spares as it is, strictly speaking, not yours to sell.
Please see above. Thee are usually only two reasons for a GSM handset being 'blocked', neither of them good.
