What does heavily skinned mean? And yes it has always done thisI've never used one and I believe it's quite heavily skinned which could cause the stutter.

If you don't mind losing all your data you could try a factory reset which will wipe everything but "might" improve performance

Regarding the question, I don't remember there being any stutter on bringing the notification shade down. I'm rooted, ROM'd and custom kerneled so now and again I expect a bit of stutter but I do remember thinking that the M8 was insanely smooth in everything it did. But it was a while ago.

You've got something else going on.
Try GSam Battery Monitor - next time it happens, go right to your radio graph - see if the signal is oscillating.
If you're on wifi and your cell radio is fine, use Wifi Analyzer to see if you're on a crowded or fluctuating channel.

Ironically, turn off all notifications in our current app or it'll suck your battery too. (And everyone involved in development knows, just not fixed yet.) Or, uninstall when done, reinstall when necessary.
Anyway - sign in with the app, come back here, tapping a post lets you like it or QUOTE it, or you can just reply.
In the reply tool, look for a camera or menu option to include a picture.
Hold power and tap home to take a screen shot. You may have to try it a few times to get the timing right. Screen shots go to the Gallery, choose that from the app.
