Well, I just spent another few hours today with Virgin and HTC on the phone.
The rep at Virgin thinks the most updated software for our phones is 1.13xxx. She was very difficult to understand but I gave her a phone number that has the update, and a phone number without the update; and she claims both are 1.13xxx which isn't true. Maybe her database just states all EVO V 4Gs have 1.13xxx and their notes aren't updated yet, which wouldn't surprise me. She then gave me this bs that she is going to push the update to the phone, but I needed to turn it off and turn it back on. She then has me do an "update profile" and asked me to now check the software version (like that would have changed). It was a stupid call.
I then contacted HTC on the phone and spoke to a man that I could understand a lot better. In a nutshell he told me to turn auto sync off and manually change the date on the phone to a month later. Unfortunately after several restarts and attempts that didn't give us the update. I told him the worries we have here on the forum and he contacted his escalations department. They have no notes, messages, alerts, nothing that confirms the update is halted and should keep trying the update for another 48 hours. After that to call back.
So, I encourage everyone having issues receiving the update to call HTC at 866-449-8358. We need to find away over this stonewall
I also asked him if I should attempt contacting Google, and he said they would just refer me back to HTC
