Well I am completely out of ideas. If there are no more suggestions then it looks like I will need to take it in to Verizon. Will they be able to tell it has been rooted if they look at it? I assume they will try to SBF like I have and when that doesnt work and they cant get into recovery it will be noted as a hardware problem.

try uninstalling rsd lite 4.8 completely, restart the pc, install rsd lite 4.9
restart
redownload the sbf file you need, try again if it doesnt work, it may be your internet connect or pc, have you scanned for virus' lately? you may want to give that a try
