Root [SUPPORT] ADB wont push file?

I have a verizon HTC one m8. I'm trying to flash stock verizon ruu in bootloader/fastboot. Im following every step but when i type "fastboot flash zip filename.zip it just comes back with " target reported max download size of (random number) bytes". I've tried different USB ports on my computer. (USB 2.0) to no success. Anyone know a fix??

And yes I am S-off

Have you tried running it from your SD card?

Copy the ruu to root of a physical SD formatted to fat32. No exfat! No internal storage! Must be external SD formated to fat32.
Reboot phone to bootloader and follow prompts once RUU is detected by phone.

I don't have a physical SD card but I can get one tomorrow. Right now the ruu is on my computer. What is the purpose of putting it on the SD card?
