The Android's system isn't designed to have the tasks killed or "X" out *windows cough-cough*
they aren't needed and if you kill the wrong task you could end up BRICKING YOUR PHONE!!! jk
they really aren't needed tho. the system does a pretty good job in memory and managing the tasks and apps you have open to keep things snappy!
Yes, you even state that you see memory go down. Same reason I see a need for one. I see the phone respond faster after killing apps.

Personally, I use SystemPanel. It's by far the best task MANAGER. It has the "kill all" feature, but really isn't needed. Also, I've noticed lately that if I am just lazy and use the kill all, sometimes my phone restarts or begins to reload everything as if I just rebooted it. The memory is gonna get used whether something is running or not, so you might as well let the OS do it's job (it loads programs based on whether it thinks you're gonna use them or not... I think) so you don't have to waste battery doing it yourself later.
Look at it this way, I say they aren't needed. Also, since I'm awesome, my vote counts for like 72 normal votes so case closed...
