Okay now for more dumb questions:
1. Do I need to unmount the sd card prior to doing this?
2. What is this sequence supposed to accomplish?
3. Will my apps and files stay intact if I do this?

1. Your sd card is unmounted by the system during a normal power off sequence.
2. It gives a clean boot and SOMETIMES clears weird glitchy issues like you seem to be having. Holding the power button with the battery out drains capacitors. It has worked sometimes for myself and others.
3. Yes
Other than that, the only other suggestion I have is to replace your sd card and try that.
