No! That's the thing. I'm on 1.81 GB. I'm currently emailing sprint back and forth. They are claiming that there is no outages in my area, and that my speeds have not been throttled yet. They told me to clear cache and cookies, update my profile and contact them back.
Still waiting. Still throttled.

That is even below throttle speed. I would try a reset or take a small drive to another area and see if it continues. You may need to do a SCRTN reset (makes your phone do the hands-free activation process). Did you change your ROM or anything?

I didn't do anything to the phone. I don't root or flash or anything. Which I may one day when I get more into android world.
How would I do that reset?

Well on the GS2 It is just using the hidden dialer code spelling SCRTN. You are on Boost right? The automated help menu for for Boost will walk you through doing that for your device, just pick the options for data not working.
