Root Throttle folder?

The throttle folder was once the way Virgin/Boost mobile throttled user data. Deleting it would temporarily undo any throttling. At least until the folder and its contents came back. However, I don't believe it currently has a use since all throttling is now done on the carrier's side.

On stock based roms, you can disable it by flashing the zip found in this thread through CWM:

If you have a custom ROM, then it's likely already removed.
 
I read somewhere that it might be some kind of cpu throttling? not sure. Do remember reading about it though.

I read a bunch of theories about it too, a couple years ago.

All I know for sure is that deleting it doesn't seem to have any effect on CPU speed or data through put (even after receiving the "message" from VM), and it will be recreated on the next reboot.
 
When you open the two items(i had two) with a text viewer all thats in them are some numbers.
